Volodymyr Lytvyn, Chairman of The Verkhovna Rada of Ukraine, doubts that the Constitution of Ukraine will be amended shortly

 

Asked by Renate Wohlwend and Mailis Reps, PACE Monitoring Committee Co-Rapporteurs in the course of the meeting on Thursday, V.Lytvyn expressed opinion that Ukraine needs complex changes instead of the new Constitution. "Though it should be such changes that would be objectively caused and find necessary for their adoption support in the Parliament", he stated.  

Thus, taking into the consideration of the political power division in the Parliament, Volodymyr Lytvyn deems "that even the most efficient amendments would not receive 300 votes" of the parliamentarians. "The issue of the Constitutional amendments is impossible to be scrutinized now", the Head of the Parliament declared. 

Though, V.Lytvyn stated that the amendments to the Principal Law of Ukraine before the parliamentary scrutiny first of all should undergo the public discussion and expertise of еру Venice Commission.
